Small Structure Replacement along SR 135 over unnamed tributary of Salt Creek
Pershing Township, Jackson County & Van Buren Township, Brown County, Indiana
The Indiana Department of Transportation (INDOT) is planning to undertake the proposed project located along SR 135 over an unnamed tributary of Salt Creek, approximately 15.8 miles south of SR 46 and 0.14 miles south of the Jackson/Brown County Line, within Pershing Township of Jackson County, Indiana. Although the project itself is located within Jackson County, there will be some incidental construction undertaken within Van Buren Township of Brown County Indiana. The project is funded in part by the Federal Highway Administration.
The existing structure, a circular multi-plate pipe (CMP) arch with a rise of 6' 9", span of 10' 3" and a length of 34', is experiencing significant deterioration. The rusting of the metal is allowing water to flow underneath the pipe. Also very little remains of the original stone headwall on the west end of the structure, which is resulting in shoulder erosion. Concrete blocks have been used as a replacement material to support the structure on this side. The original stone headwall on the east is also breaking apart.
The replacement structure will have the same rise and span as the existing structure, which is hydraulically adequate, but it will be 60' in length and be placed on skew to align channel in the inlet area and place the east edge of the culvert outside the obstruction free zone. Due to slope conditions on the west side of the structure, guardrail will be required on the east side shoulder area with 2:1 slope, 2' offset and 3' behind rail.
This project shall be designed by means of 3R standards and design speed 45 mph. The roadway shall comprise of two 11' wide travel lanes and two 6' wide useable shoulders, one for each direction of traffic. Roadway drainage ditches shall be realigned to meet roadside hazard specifications.
There are no existing right-of-way (R/W) plans available for this section of SR 135. Therefore, existing R/W is considered to be the edge of pavement. It is anticipated that in order to complete this project, approximately 30'- 40' of permanent R/W will be needed from centerline of the roadway on the east and west sides for a distance of about 200' north and south of the structure.
INDOT, acting on FHWA's behalf has determined a "No Historic Properties Affected" finding is appropriate for this undertaking because none of the properties within the project's APE are either listed in or eligible for inclusion in the National Register of Historic Places within the Area of Potential Effects of this project. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a)(4), the documentation specified in 36 CFR 800.11(d) is available for inspection at the INDOT Office of Environmental Services, Engineering Services and Design Support Division in Indianapolis. This documentation serves as the basis for the "No Historic Properties Affected" finding.
