Notice for Early Public Review of a Proposal to Support Activity in the 100-Year Floodplain

 

 

Brown County Board of Commissioners is proposing to expend federal funds in an area that is subject to flooding as identified by the Federal Emergency Management Administration.  The subject funds are Community Development Block Grant funds (DR-2) administered by the Indiana Office of Community and Rural Affairs.

This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain.

The Brown County Board of Commissioners is proposing to undertake the following activities in the area:

An existing 54" corrugated steel storm sewer outfall pipe from the west side of Helmsburg to Lick Creek is deteriorated and will be replaced.  It is anticipated that the replacement pipe will be 54" reinforced concrete pipe, installed along the existing pipe alignment and at approximately the same elevations.  Approximately 1030 feet of this replacement outfall pipe will be located in regulatory floodplain Zone A6 (100-year) as defined by FEMA Flood Insurance Rate Map Panel 185174 0020 B.  Approximately 0.70 acres of floodplain will be disturbed during construction activity.

The purpose of this notice is to give an early opportunity for interested agencies, persons or groups to comment on the proposed action(s).  The Brown County Board of Commissioners will consider any feasible alternatives or adjustments to the anticipated project which might minimize any potential adverse effects upon the floodplain as a result of the project.

The Brown County Board of Commissioners has additional information concerning this project available for public review and copying, upon request, at the Office of the Resource Manager, Brown County Annex Building, 201 Locust Lane, Nashville, IN 47448.  Any comments relative to this proposed expenditure of federal funds in an area identified as a flood hazard/wetland area should be submitted in writing to Brown County Board of Commissioners, P.O Box 37, Nashville, IN 47448 on or before August 19, 2010.
