Notice is hereby given that SEALED QUOTATIONS (BIDS) will be received:

FOR: Jackson Township Fire Station, 4831 Helmsburg Rd., Nashville, Indiana 47448
UNTIL:2:00 P.M., local time, Wednesday, April 21, 2010. Bids received after that time will be returned unopened. Bids received by mail or other carrier must be addressed to Brown County Government, P.O. Box 37, Nashville, IN 47448, marked "BID FOR JT FIRE STATION" and received on or before the date and time designated to be valid. If bids are hand delivered on bid day, bid packages must be delivered to 201 N. Locust Lane, Auditors Office, Nashville, IN 47448.
BID OPENING: Bids will be publicly opened and read on Wednesday, April 21, 2010 at 7:00 PM local
time, at Annex Meeting Room, 201 N. Locust Lane, Nashville, IN 47448.
PRE-BID MEETING: A pre-bid meeting has been scheduled for, Friday, April 9, 2010 at 9:00 A.M. Those wishing to attend may assemble at the Annex Meeting Room, 201 N. Locust Lane, Nashville, Indiana 47448. Each bidder may then visit the site on their own. If non-English speaking representatives or persons with disabilities need to have arrangements made please contact Holly Catron, Brown County Resource Manager, at 812-343-8554 within 3 calendar days prior to the Pre-Bid Conference or Bid Opening to have the necessary arrangements made.
CONTRACT TYPE: This project will be constructed under one Prime Contract with all Bids received on a lump sum basis. Each proposal shall include all labor, material, and services necessary to complete the project in strict accordance with the Construction Drawings, Project Manual, and all Federal Requirements.
BID DOCUMENTS - SECURING COPIES: Prime Contractors may obtain Bidding Documents at the office of the Architect, Susan May Allen, Architects, 8759 Lick Creek Rd., Morgantown, Indiana 46160. 812-597-4393, 812-597-0262 fax. Bidding Documents (PDF Files) will be sent to the Contractor via E-mail, or U.S. Postal Service, or may be picked up at the Architect's office. Each Prime Bidder may pick up a total of one (1) CD at no cost.

BID SECURITY: Provide either an acceptable certified check, or bid bond, executed by the bidder and an acceptable surety company, payable to the order of the Brown County Board of Commissioners in the amount not less than five percent (5%) of the total bid. In the event any bidder withdraws his bid or fails to execute a satisfactory contract after a contract has been awarded to such a bidder by the Brown County Board of Commissioners, may declare his certified check or cashier's check or bid bond forfeited to said Board of Commissioners, as liquidated damages, in proportion to the amount of bid accepted by each.
BID HOLDING PERIOD: A Bid may not be modified, withdrawn or canceled by the bidder for Sixty (60) days following the time and date designated for the receipt of Bids.
PERFORMANCE BOND AND LABOR AND MATERIAL PAYMENT BOND: The successful bidder shall, upon acceptance of bid, be required to procure and pay for a 100% Performance Bond/Labor and Material Payment Bond (AIA-311) in the amount equal to the contract price, and such bond shall comply with all laws of the State of Indiana governing public contracts let by governmental units.
FEDERAL DAVIS BACON WAGE SCALE: Wage rates on this project shall not be less than the prescribed scale of wages as determined in accordance the Federal Davis-Bacon wage scale published by the U.S. Department of Labor as being in effect at the time of the Bid Opening.
PROJECT CONSTRUCTION TIME: The Bidder shall define the number of working days they will take to complete the work defined herein on the Supplements to Bid Form- Section 00400.
BID PROCEDURE: 1. Bids shall be submitted on a completed Indiana State Accounts Form 96 and "Supplements to Bid Form" Section 00400 shall be attached. 2. Each Bid Proposal shall be accompanied by a non-collusion Affidavit signed by the Bidder which is part of the Form 96. 3. The Bid is based upon the materials, equipment and systems required by the Bidding Documents without exception. Conditional bids will be rejected. Award will be made to the low, responsive, responsible bidder. The low, responsive, responsible bidder must be approved by the Indiana Office of Community and Rural Affairs. 4. The Owner reserves the right to accept or reject any bid and to waive any irregularities in bidding. All bids may be held for a period not to exceed 60 days before awarding contracts.
FEDERAL REQUIREMENTS: The Bidder's attention is also called to the Minority/Women Business Participation requirements contained in the Project Specifications. The State of Indiana, Office of Community and Rural Affairs, has adopted a State goal of 10% participation for minority and female owned businesses for construction-related or purchase-related contracts for the work. In addition, the Contractor must meet guidelines and practices established by the Indiana Department of Commerce and appropriate Federal regulations including: 1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended, 3) Certification of Non-Segregated Facilities, 4) OMB Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504, Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Order 12138, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirements for Records Clause, 11) Contractors and Subcontractors Certifications, and others that may be appropriate or necessary. In addition, the Contract Division procurement is subject to the Federal Regulations contained in the OMB Circular A-102, Sections B and O and the State of Indiana requirements contained in IC-36-1-9 and IC-36-1-12. Any contract(s) awarded under this Advertisement for Bids are expected to be funded in part by a grant from the Department of Housing and Urban Development, as administered by the Indiana Office of Community and Rural Affairs through its Disaster Recovery Allocation 2 Program. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Advertisement or Bids or any resulting contract.
