CSCD Request for bids - Repave and regravel at 8377 Cordry Drive

CORDRY-SWEETWATER CONSERVANCY DISTRICT

REQUEST FOR BIDS

1. NOTICE IS HEREBY GIVEN that the Cordry-Sweetwater Conservancy District (hereafter “CSCD”), Brown County, Indiana, will receive sealed Bids for asphalt paving and regravel of existing drives within the CSCD.

2. The Owner’s address and the location of the Project are as follows:

  CSCD:  8377 Cordry Drive, Nineveh, Indiana  46164

  Project: Repave and regravel existing drives within the CSCD.

3. Sealed bids addressed to the CSCD, or delivered in person will be considered by the CSCD, provided that the same shall have been received not later than 4:00 PM on Friday, May 31, 2013 at the CSCD Office.  Bids received after such hour may be returned unopened. Bids will be opened at the CSCD Office at 4:15 PM on Friday, May 31, 2013.

4. A Pre-Bid Meeting has been scheduled for Wednesday, May 29, 2013 at 10:00 AM. at the CSCD Office. Each bidder may then visit the Project on their own.

5. Copies of the specifications may be obtained from the CSCD Office.

6. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, permits, licenses, insurance,  labor, materials, tools, equipment, (no sales tax on this Project), as indicated in the bid documents.

7. Each Bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of the Bidder. Each Bid shall be accompanied by a certified check or acceptable Bid Bond made payable to the CSCD, in a sum of not less than five percent (5%) of the Bidder’s total amount of its highest aggregated Bid, which check or bond will be held by the CSCD as evidence that the Bidder will, if awarded the contract, enter into the same with the CSCD upon notification to him to do so within ten (10) days of said notification.

8. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Bidder at the time of contract execution. The bonds shall be in the amount of one hundred percent (100%) of the contract price and must be in full force and effect throughout the term of the construction contract plus a period of twelve (12) months from the date of substantial completion of the Project. Bidders shall be able to conform to and sign the E-Verify affidavit required by IC 22-5-1.7.

9. The CSCD reserves the right to reject any or all Bids, or accept any or all Bids, as may be deemed in the CSCD’s best interest, and to waive any and all irregularities in the bid which may be waived. Any bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. Any Bids received after the time and date specified shall not be considered. No Bid may be withdrawn after the scheduled closing time for receipt of Bids for at least sixty (60) days.  A conditional or qualified Bid will not be accepted.

10. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the Project shall apply to the Project throughout.

11. Bids shall be properly and completely executed on proposal forms included in the specifications. Bids shall include all information requested by Indiana Form 96 (Revised 2005) included with the specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. A copy of the financial statement showing current assets & liabilities to be submitted with the bid is included in the Bid Proposal Documents section of these specifications. The CSCD may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish to the CSCD all such information and data for this purpose as the CSCD may request. The CSCD reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the CSCD that such Bidder is properly qualified and responsible to carry out the obligations of the agreement and to complete the work contemplated therein.

12. Each Bidder is responsible for inspecting the Project site and for reading and being thoroughly familiar with the contract documents, including the plans and specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to its Bid.
