ADVERTISEMENT FOR BIDS
NOTICE IS HEREBY GIVEN, that the County of Brown, Indiana, by and through its County Commissioners hereinafter referred to as the Owner, will receive sealed proposals for the Hazard Mitigation Grant Program (HMGP), Demolition – Phase I which will consist of the following:
Complete demolition: Limited parcel clearing; demolition and removal of existing mobile or permanent structures and improvements; removal of motor, recreational or conveyance vehicles; removal, disconnection, or abandonment of public and private utilities; removal of general debris; backfill, grade and seed; at the following addresses located near Trevlac, Indiana: 4404, 4412, 4435, 4444, 4445, 4460, 4506, 4516, 4519, 4598 and 4648 Melvin Road, 4704 and 4785 Bayou Drive and 4594 Canal Loop.
Proposals may be sent by mail or delivery service for which receipt by Owner is documented in care of the Office of the County Administrator, P.O. Box 37, 201 Locust Lane, Nashville, Indiana 47448, or delivered in person to the bid opening and will be considered by the Owner at a public meeting called to receive such proposals, provided the same shall have been received not later than 11:00 a.m. local prevailing time, on February 8, 2012, at the Brown County Annex, in the meeting room on the 2nd floor of the building, located at 201 Locust Lane, Nashville, Indiana. Proposals received after the bid acceptance deadline will be returned unopened.
The work to be performed and the proposals to be submitted, including any and all separate and combination proposals, shall include sufficient and proper sums for all Demolition and Disposal, Labor, Materials, Tools, Equipment, Taxes (both Federal and State), Permits, Licenses, Insurance, Service Costs, and so forth, incident to and required for the completion of the Work.
All materials furnished and labor performed incident to and required for the proper and satisfactory execution of the contracts shall be furnished and performed in accordance with the requirements of the contract documents as defined in the General Conditions of the Construction Contract, and any addenda thereto, prepared by the Engineer, GAI Consultants, Inc. One (1) copy each of the drawings, project manual, and bidding documents may be obtained from the Engineer upon receipt of a check payable to GAI Consultants, Inc., in the following amount: $50.00 (non-refundable).
Each proposal must be enclosed in a sealed envelope bearing the title of the project and the name and address of the Bidder.
All bidders are required to submit bids on prescribed state forms, required financial statements, a statement(s) of experience, proposed plans for performing the work and equipment available. Proposals shall be properly and completely executed on (1) Bid form provided by the Engineer and (2) Form No. 96, Contractor's Bid for Public Works Projects (current Revision), provided by and executed by the Bidder, as required by statute.
Each Bid shall be accompanied by a Certified Check or acceptable Bidder's Bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal. The check or bond will be held by the Owner as evidence that the Bidder will, if awarded a contract or contracts, enter into the same with the Owner upon notification from him to do so within fifteen (15) days of said notification.
The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Approved Performance and Payment Bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of each contractor at the time he executes his contract. The bonds will be in the amount of one hundred percent (100%) of the contract price and must be in full force and effect as described in the General Conditions, Article 5.
If the Successful Bidder fails to execute and deliver the Agreement and furnish the required contract security within fifteen days after the Notice of Award, Owner may annul the Notice of Award and the Bid security of the Bidder will be forfeited.
No bidder may withdraw their bid for the period of sixty (60) days following the deadline for receiving bids. A conditional or qualified Bid will not be accepted. No consideration for escalation on prices can be considered, and, therefore, contractors are advised to not include any such escalation clauses in their proposals for this project.
The successful bidder must document proper insurance, bonding and licensing requirements prior to contract execution. This project is being funded in part by a Hazard Mitigation Grant from the Federal Emergency Management Agency (FEMA) as administered by the Indiana Department of Homeland Security (IDHS) and a Disaster Recovery 2 Grant from the Indiana Housing and Community Development Authority (IHCDA). The contractor to whom the work is awarded shall comply with all IHCDA rules and regulations as well as those of a federally funded contract. A ten percent (10%) MBE/WBE goal for this project has been established.
Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over demolition of the projects shall apply to the Projects throughout.
