Emergency Solutions Grant (ESG) FY2020
The Indiana Housing and Community Development Authority (“IHCDA”) released today three Request for Proposals (RFPs) for the Emergency Solutions Grant (ESG). These RFPs, grant applications and other documentation can be found on the IHCDA Public Notices’ page here: https://www.in.gov/ihcda/4053.htm.
Applicant’s proposal must be submitted electronically via e-mail and received by the IHCDA no later than June 8, 2020 at 5:00 pm Eastern Time. Applications received after this date and time will not be accepted. Faxed or mailed applications will not be considered.

Substantial Amendment to 2019
Action Plan for Housing and
Community Development
Notice is hereby given that the Indiana Housing and Community Development Authority (IHCDA) plans to amend its 2019 Action Plan for Housing and to respond to community needs associated with the COVID-19 pandemic.
This document concerns programs that are funded through the U.S. Department of Housing & Urban Development under Title I of the Housing & Community Development Act of 1974 as amended. The amendment establishes spending priorities for approximately $18 million in housing funds related to the CARES Act and amends the Method of Distribution for the HOME Investment Partnerships Program Grant (HOME).
The amendment affects the Emergency Solutions Grant (ESG), Housing Opportunities for Persons with Aids (HOPWA), and HOME Programs.
The Indiana Housing and Community Development Authority (IHCDA) will have the 2019 Action Plan available for public inspection online at: https://www.in.gov/ihcda/4048.htm between May 15 through May 22, 2020.
A public hearing will be held to discuss the draft 2019 Action Plan amendment on May 20, 2020 at 10 a.m. EST. This hearing will be held virtually and can be accessed by registering here: https://attendee.gotowebinar.com/register/2783459172530844428.

Request for Qualifications – Housing Opportunity for Persons with AIDS (HOPWA)
The Indiana Housing and Community Development Authority (“IHCDA”) seeks qualified applicants to implement and administer the Housing Opportunities for Persons with AIDS (“HOPWA”) program for the 2020 Fiscal Year (July 1, 2020 – June 30, 2021.)
The goal of the HOPWA Program is to ensure that affordable housing options and related housing services are available to low income persons with acquired immunodeficiency syndrome or related diseases and their families and to assist such persons in achieving and maintaining housing stability, thereby avoiding homelessness and improving their access to and engagement in HIV/AIDS treatment and care.
Applicants that are selected to receive HOPWA funds will be considered sub-recipients and will also be required to comply with the requirements related to “sub-recipients” outlined in the RFQ that can be found here: https://www.in.gov/ihcda/4053.htm.
An interested applicant must submit its application via email to IHCDA no later than the deadline of June 8, 2020 at 5:00 pm Eastern Time. Faxed and mailed applications will NOT be accepted. Applications received after the deadline will NOT be accepted.
