SOUTHWESTERN BARTHOLOMEW WATER CORPORATION
WATER SYSTEM IMPROVEMENTS
ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Water System Improvements will be received, by Southwestern Bartholomew Water Corporation, at the office of Southwestern Bartholomew Water Corporation, 4735 W Carlos Folger Dr., Columbus, IN 47201, until 12:30 p.m. local time on January 16, 2019.
Bids will be publicly opened and read aloud at or about 1:00 p.m. on the same day.
The Project consists of two (2) separate divisions which are generally described as follows:
Division “A” – Distribution System Improvements
The project includes but is not limited to the furnishings and installation of approximately 9,800 LF of 8” water main and appurtenances. The work includes water main, gate valves, flushing hydrants, connections to existing water main, granular backfill, pavement, restoration, seeding and mulching, highway crossings, reconnection of services, erosion and sediment controls and all other work required for the complete installation of
water main to reinforce the existing 5” water main and to service the new Brown County elevated water tank.
Division “B” – Brown County Elevated Storage Tank
The project includes but is not limited to the furnishings and installation of a 200,000-gallon elevated water storage tank with appurtenances including water mains, valves, connections to existing water mains, electrical, altitude valve and valve vault, surface restoration, Scada erosion and sediment control and all other work required for the complete installation of the elevated storage tank to service the Brown County service area.
Separate Bids will be received for Division “A” – Distribution System Improvements; and Division “B” – Brown County Elevated Storage Tank. Bids shall be as shown in the Bid Form.
The Issuing Office for the Bidding Documents is: Commonwealth Engineers, Inc., 7256 Company Drive, Indianapolis, IN 46237. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at the office of the Southwestern Bartholomew Water Corporation, 4735 W Carlos Folger Dr., Columbus, IN 47201, on Mondays through Fridays between the hours of 7:30 a.m. to 4:00 p.m.
The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com. The plan holder will receive an email link to the PDF downloadable documents upon payment of a nonrefundable fee of One Hundred and 00/100 Dollars ($100.00) plus 7% sales tax, per project division desired.
One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment of an additional non-refundable fee of Two Hundred and 00/100 Dollars ($200.00) plus 7% sales tax, per project division desired, via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com. Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable.
Contract Documents will not be sold separate from the web-based service (i.e. All plan holders will be required to purchase through the web-based service). Partial sets of Contract Documents, Specifications and Drawings are not available. All addenda, which may be issued for this Project, will only be issued to each plan holder via email. For those whom also purchase printed Contract Documents, printed addenda will be provided as well. All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email).
No refunds will be issued for this project.
The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. NO bid may be withdrawn after the scheduled
closing time for receipt of bids for at least 150 days.
A pre-bid conference for both Divisions of work will be held at 1:00 p.m. local time on December 13, 2018 at the office of Southwestern Bartholomew Water Corporation, 4735 W Carlos Folger Dr., Columbus, IN 47201. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel
products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver {add project specific waivers as applicable} apply to this contract.
